The Mandal Commission, officially known as the Second Backward Classes Commission, was established in India in 1979 by the Janata Party government under Prime Minister Morarji Desai. Chaired by B.P. Mandal, the commission was tasked with identifying socially and educationally backward classes in India. Its main objective was to determine criteria for identifying these classes and recommend measures for their advancement. The commission identified about 3,743 castes as socially and educationally backward, comprising roughly 52% of India’s population, excluding Scheduled Castes and Scheduled Tribes.

The Mandal Commission recommended that members of the Other Backward Classes (OBCs) be granted reservations amounting to 27% of jobs in central government services and public sector undertakings, in addition to the existing reservations for Scheduled Castes and Scheduled Tribes. This was aimed at promoting social justice by improving access to education and employment opportunities for these backward classes.
