Madhya Pradesh Govt Employees Face Digital Attendance Glitches as Offline and Online Systems Come Under Scrutiny
The Madhya Pradesh Government’s digital attendance initiative, introduced to improve transparency, accountability, and administrative efficiency, is increasingly facing criticism from government employees over technical shortcomings affecting both its online and offline attendance systems. Employees across multiple departments have reported that the digital platform, particularly its offline attendance feature designed for areas with poor internet connectivity, is failing to perform as intended. According to employees, attendance recorded in offline mode is frequently not synchronizing with the central server once internet connectivity is restored, while others claim the system generates synchronization errors or incorrectly marks them absent despite successful attendance registration.
The digital attendance mechanism forms part of the state’s broader e-governance reforms aimed at eliminating manual attendance registers, ensuring punctuality, and providing real-time workforce monitoring. Recognizing that large parts of Madhya Pradesh continue to experience unreliable internet services, the government incorporated an offline attendance facility that stores attendance locally and uploads the information automatically when network connectivity becomes available. However, employees argue that this crucial feature has not consistently delivered the reliability expected, particularly in districts where mobile internet remains unstable.
Several employees have alleged that attendance recorded through the offline system disappears after synchronization attempts or fails to reflect in departmental attendance records altogether. Others report that even after biometric authentication or GPS verification is successfully completed, the application subsequently displays attendance errors or lists employees as absent. These recurring technical issues have compelled many employees to repeatedly verify attendance records or inform departmental authorities manually to avoid discrepancies affecting their service records.
The challenges are particularly severe for officials posted in remote villages, tribal regions, forest areas, and other locations with weak mobile network coverage. Employees working in these regions contend that internet failures remain beyond their control and argue that a digital attendance system specifically designed to function offline should reliably preserve attendance data until synchronization occurs. They have called for improvements that ensure offline attendance records are securely stored, accurately timestamped, and automatically synchronized without risk of data loss once connectivity is restored.
Beyond internet connectivity, the application’s GPS-based location verification system has also emerged as a significant point of concern. The attendance application generally permits check-ins only when employees are located within a specified radius of their designated workplace. Employee organizations argue that such strict geofencing requirements fail to accommodate the practical realities of government service, where officials are frequently assigned inspections, surveys, field visits, public outreach programs, and other duties away from office premises. They contend that genuine employees performing official assignments may therefore be incorrectly marked absent despite carrying out authorized work.
Technology experts observe that offline digital attendance systems require dependable local data storage, secure encryption, precise timestamp validation, robust authentication mechanisms, and efficient synchronization protocols. Any weakness in these technical components—including software bugs, server-side failures, authentication conflicts, GPS inaccuracies, application crashes, or delayed synchronization—can result in attendance discrepancies. Similar implementation challenges have been observed in other large-scale digital attendance projects across India, highlighting the complexity of deploying reliable digital governance systems in regions with varying levels of technological infrastructure.
Investigations in some instances have also reportedly uncovered attempts by individuals to manipulate digital attendance through unauthorized remote logins or other fraudulent methods. While such cases demonstrate the importance of strong cybersecurity protections, employee representatives maintain that isolated instances of misuse should not overshadow the genuine technical problems faced by thousands of government employees attempting to use the system honestly. They emphasize that stronger security measures should be accompanied by improvements that reduce false attendance failures for legitimate users.
The technical challenges have intensified administrative tensions as several departments have linked digital attendance compliance to salary processing and employee accountability. Departmental instructions in certain sectors have warned of salary deductions, leave adjustments, or disciplinary proceedings against employees who repeatedly fail to register digital attendance. Teacher associations and government employee unions have strongly objected to such measures, arguing that employees should not face financial penalties or disciplinary action when attendance failures result from software glitches, server downtime, GPS inaccuracies, or unreliable internet connectivity rather than employee negligence.
Employee organizations further contend that digital governance reforms must be supported by adequate technological infrastructure before strict enforcement mechanisms are introduced. According to union representatives, many government offices continue to struggle with inconsistent mobile networks, insufficient internet connectivity, limited technical support, and unresolved software issues. They argue that unless these operational deficiencies are addressed, mandatory digital attendance may create unnecessary hardships for employees serving in difficult working environments.
The debate has also raised broader questions regarding the balance between technological accountability and practical administrative realities. While the Madhya Pradesh Government continues to promote digital attendance as a means of enhancing transparency, reducing manual record-keeping, and improving governance, employee representatives have urged authorities to introduce greater flexibility for field staff, strengthen offline synchronization capabilities, establish an efficient grievance redressal mechanism, and ensure that technical failures do not adversely affect employee service records, salaries, or career progression.
As of now, there has been no official announcement from the Madhya Pradesh Government confirming a statewide technical malfunction affecting either the online or offline digital attendance system. Nevertheless, employee complaints from various regions continue to draw attention to operational challenges that many believe require urgent technical review. Stakeholders across departments increasingly agree that the long-term success of digital attendance will depend not only on stricter compliance but also on the development of a reliable, secure, and resilient system capable of functioning effectively across both urban and remote regions of the state.
