Delhi High Court Suspends Two Judicial Officers, Orders Disciplinary Proceedings Over Alleged Misconduct
In a strong reaffirmation of judicial accountability, the Delhi High Court has suspended two senior judicial officers after finding prima facie evidence of misconduct against them. The decision was taken by the Full Court, which also directed that formal disciplinary proceedings be initiated. The move underscores the High Court’s commitment to maintaining the integrity and credibility of the judicial system and ensuring that allegations of misconduct against members of the subordinate judiciary are examined through due process.
The two officers placed under suspension are Vinay Singhal, an officer of the Delhi Higher Judicial Service (DHJS), and Veena Rani, a District Judge who was serving as the Presiding Officer of a Commercial Court. The suspensions were ordered in quick succession following deliberations by the Full Court after reviewing material placed before it. According to reports, the decisions were based on preliminary findings suggesting serious irregularities warranting disciplinary action.
With respect to Vinay Singhal, the High Court issued an administrative order placing him under suspension with immediate effect pending disciplinary proceedings. The order directs that his headquarters shall remain at the office of the Principal District & Sessions Judge (Headquarters), Tis Hazari Courts, during the suspension period. He has also been restrained from leaving Delhi without prior permission from the competent authority. As per service rules, he will receive subsistence allowance and other admissible benefits during the period of suspension.
The second suspension concerns Veena Rani, against whom allegations of judicial misconduct are also under examination. According to media reports, the allegations relate to the acceptance of monetary consideration in exchange for passing favourable judicial orders. While these allegations have prompted disciplinary proceedings, they remain subject to inquiry, and no final findings have yet been recorded. The suspension is an interim administrative measure intended to facilitate a fair and independent investigation.
The High Court’s action follows established judicial service rules governing disciplinary proceedings against members of the Higher Judicial Service. Suspension pending inquiry does not amount to a determination of guilt; rather, it enables an impartial investigation while preserving public confidence in the administration of justice. The disciplinary process is expected to include examination of documentary evidence, witness statements, and other material before any final decision is taken.
The development has attracted significant attention within legal circles because disciplinary action against serving judicial officers is relatively uncommon and is generally taken only after careful consideration by the Full Court.
