Delhi High Court Suspends District Judge Veena Rani, Bars Her from Leaving Delhi Without Permission

In a significant disciplinary action underscoring judicial accountability, the Delhi High Court has placed District Judge Veena Rani under suspension with immediate effect and directed that she shall not leave the National Capital Territory of Delhi without prior permission from the High Court. The order follows a vigilance inquiry initiated under the directions of Chief Justice D.K. Upadhyaya, although the precise allegations or findings that prompted the action have not yet been made public.

Veena Rani was serving as the District Judge (Commercial Court) in Delhi. According to reports, the High Court passed the suspension order pending disciplinary proceedings after a preliminary vigilance examination reportedly revealed sufficient material warranting further inquiry. The High Court has not released the detailed reasons for the suspension, and no official findings of misconduct have yet been placed in the public domain.

Apart from suspending the judicial officer, the High Court has imposed restrictions on her movement by directing that she cannot leave Delhi without obtaining prior permission from the competent authority. Such conditions are generally imposed in disciplinary proceedings to ensure the availability of the officer during the course of the inquiry and to facilitate any further investigation or administrative process.

The action against Veena Rani comes within days of another disciplinary measure taken by the Delhi High Court against a judicial officer. Earlier this week, the High Court suspended Delhi Higher Judicial Service (DHJS) officer Vinay Singhal and similarly restrained him from leaving Delhi without prior permission while disciplinary proceedings remain pending. The back-to-back suspensions indicate a heightened emphasis by the High Court on maintaining integrity, transparency and accountability within the subordinate judiciary.

Under the constitutional framework, High Courts exercise administrative and disciplinary control over the subordinate judiciary under Article 235 of the Constitution of India. This supervisory jurisdiction empowers High Courts to initiate vigilance inquiries, suspend judicial officers pending investigation, and conduct disciplinary proceedings where allegations of misconduct arise. Suspension at this stage is an administrative measure and does not constitute a finding of guilt. The disciplinary process ordinarily involves a detailed inquiry in which the judicial officer is entitled to receive the charges, present a defence, and be heard before any final decision is taken.

The Delhi High Court has not disclosed the nature of the allegations against Veena Rani, nor has it indicated any timeline for completion of the disciplinary proceedings. Consequently, the suspension should be viewed as an interim administrative step pending a full inquiry, rather than a determination of culpability. Any conclusions regarding misconduct will depend upon the outcome of the disciplinary process conducted in accordance with the applicable service rules and principles of natural justice.
