Reliance Gets Supreme Court Green Light for Mumbai Coastal Road Project
In a significant boost for urban infrastructure development in Mumbai, the Supreme Court has cleared the way for Reliance Industries to proceed with the development and long-term maintenance of public open spaces along the Mumbai Coastal Road project. The Court dismissed challenges to the project and directed the civic authorities to consider Reliance’s master layout plan in accordance with earlier judicial directions.
The dispute arose from a petition seeking to quash the tender awarded to Reliance Industries by the Brihanmumbai Municipal Corporation (BMC) for the development of reclaimed open spaces created under the Mumbai Coastal Road project. The Supreme Court found the objections to be without merit and reaffirmed that the project serves a broader public purpose by creating world-class recreational infrastructure for Mumbai residents.
What the Project Includes
The project covers approximately 130 acres of reclaimed waterfront land along Mumbai’s Coastal Road. Planned facilities include:
- Landscaped gardens
- Public parks and maidans
- Jogging and cycling tracks
- Waterfront promenades
- Recreational and cultural spaces
- Urban green infrastructure
The development is expected to become one of Mumbai’s largest public seafront recreational zones and a major urban green space for citizens.
Supreme Court’s Key Observations
During the proceedings, the Supreme Court emphasized that the reclaimed land must primarily remain a public asset. The Court recorded Reliance’s assurance that only a limited portion of the area would contain ticketed attractions, with approximately 85% of the project remaining freely accessible to the public. Ticketed facilities would be restricted to around 15% of the total area and would mainly help fund maintenance and operational expenses.
The Court also reiterated that no residential or commercial real-estate development for sale or lease would be permitted on the reclaimed land, ensuring that the project remains focused on public recreation and environmental enhancement.
Reliance’s Role
Reliance Industries was selected by the BMC through a competitive process under a Corporate Social Responsibility (CSR) initiative to undertake landscaping, development, and maintenance of the waterfront space. The project is estimated to involve an investment of around ₹400 crore, with maintenance responsibilities extending over several decades.

The ruling removes a major legal hurdle for one of Mumbai’s most ambitious urban beautification projects. Civic officials believe the decision will accelerate the creation of new green public spaces in a city that faces chronic shortages of open land.
