The rapid digitization of rural land records through the Government of India’s SVAMITVA (Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas) Scheme has been one of the most ambitious land governance reforms undertaken in recent decades. Using survey-grade drones, high-resolution orthophotography, and GIS technology, the scheme seeks to provide legal property records for residential Abadi lands in villages, reduce disputes, improve access to institutional credit, and create an accurate digital database of rural properties. Madhya Pradesh has emerged as one of the leading states in implementing the programme, with drone surveys completed in nearly all notified villages.

However, despite the technological sophistication of the project, a growing number of villagers, landowners, advocates, and revenue practitioners across Madhya Pradesh have reported instances where the digital maps do not accurately reflect the actual boundaries existing on the ground. While these complaints have generated the perception that “the entire survey is wrong,” such a conclusion is not supported by official evidence. Instead, the available information suggests that although the technology itself is capable of producing highly accurate imagery, many disputes arise from the translation of aerial images into legally recognized property boundaries, particularly where historical records are incomplete or longstanding boundary disputes already existed.

One of the most common causes of mismatch is the difference between historical manual land measurements and modern digital coordinates. For decades, village Abadi lands were identified using traditional methods such as Jarib measurements, local landmarks, customary occupation, and informal boundary recognition. These records often lacked precise geo-referencing. When drone imagery is overlaid onto such legacy records, differences in dimensions, orientation, and parcel shape frequently become visible. What appears as a survey error may sometimes be the first precise measurement of land that had never previously been mapped scientifically. Nevertheless, where historical occupation and official records diverge significantly, genuine disputes can emerge.

Another major reason for discrepancies is the practical limitation of aerial mapping. Although drones capture extremely high-resolution images, they cannot independently determine the legal ownership of a property. The drone records visible structures, walls, rooftops, and open spaces, but it cannot distinguish between an old customary boundary, an encroachment, a family partition, or a legally recognized property line. For this reason, the SVAMITVA operational framework specifically provides for ground validation, public inquiry, participation of Gram Panchayat representatives, landowners, and revenue officials before finalization of maps and issuance of property cards.

In practice, many of the complaints reported from villages stem from inadequate participation during these verification stages rather than from the drone survey itself. If villagers were absent during field verification, if objections were not properly invited or recorded, or if local disputes remained unresolved before digital boundaries were finalized, the resulting maps may not accurately represent accepted possession on the ground. Such procedural deficiencies can create lasting legal disputes despite technically accurate aerial imagery.

Boundary disputes between neighbouring landowners constitute another significant source of mismatch. Rural Abadi areas frequently contain properties inherited over generations without registered partition deeds, permanent boundary markers, or updated revenue entries. Two neighbours may genuinely believe that the same strip of land belongs to them. A drone image merely records the physical condition at the time of the survey and cannot adjudicate competing legal claims. Unless these disputes are resolved during the objection and inquiry process, the digital property map may later become the subject of litigation.

Rapid implementation timelines have also contributed to practical challenges. The SVAMITVA Scheme covers hundreds of thousands of villages across India, requiring extensive coordination between the Survey of India, State Revenue Departments, Gram Panchayats, and local officials. While official guidelines mandate ground truthing, public hearings, and legal notifications before property cards are issued, the quality of implementation inevitably varies from village to village depending upon administrative capacity and public participation.

Officially, the Government maintains that the technical accuracy of the drone surveys is extremely high. Survey of India uses survey-grade drones supported by the Continuously Operating Reference Station (CORS) network to achieve positional accuracy of up to approximately five centimetres. The Government has also stated in Parliament that parcel boundaries undergo local ground verification involving Gram Panchayat representatives, revenue officials, and property owners before final maps are finalized.

This distinction is important because technical accuracy does not necessarily eliminate legal disputes. A highly accurate digital map can still produce controversy if the underlying ownership records, historical boundaries, or field verification process are incomplete or disputed. Consequently, many disagreements attributed to “wrong drone surveys” are, in reality, disputes regarding ownership, possession, historical measurement practices, or procedural shortcomings during implementation rather than failures of drone technology itself.

For Madhya Pradesh, where the vast majority of notified villages have already undergone drone surveys, these issues have significant legal implications. Property owners who identify discrepancies between the survey maps and actual possession should carefully examine the draft maps, compare them with historical revenue records, Gram Panchayat documents, family partition records, and physical boundary evidence. Where discrepancies exist, objections should be pursued through the statutory mechanisms available under the State’s implementation framework before relying solely upon the digital property map.

Ultimately, it would be inaccurate to conclude that all Abadi land surveys in Madhya Pradesh are wrong or mismatched with the original position. The evidence instead indicates that while the drone-based mapping technology is capable of producing highly accurate geospatial data, mismatches may occur due to legacy manual records, unresolved boundary disputes, inadequate ground verification, missing public participation, errors during field implementation, or differences between physical occupation and legal ownership. The long-term success of the SVAMITVA Scheme therefore depends not only upon advanced surveying technology but also upon transparent verification, effective dispute resolution, and meaningful involvement of local communities before property records attain final legal significance.
