Supreme Court Defers Bengaluru Municipal Elections Owing to Ongoing Karnataka SIR

The Supreme Court has postponed the long-delayed municipal elections for Bengaluru, accepting the Karnataka government’s plea that the ongoing Special Intensive Revision (SIR) of electoral rolls has made it impracticable to conduct the polls within the previously stipulated deadline. The Court extended the timeline for holding elections to the five city corporations under the Greater Bengaluru Authority (GBA) until December 31, 2026, instead of the earlier August 31 deadline.

The State government informed the Court that thousands of election officials, including Booth Level Officers (BLOs), Electoral Registration Officers, supervisors and other administrative personnel, are presently engaged in the statewide SIR exercise. According to the government, diverting the same machinery to conduct municipal elections simultaneously would compromise both the revision of electoral rolls and the electoral process itself.

The Special Intensive Revision is intended to update and verify voter rolls by identifying eligible electors, correcting inaccuracies and ensuring the integrity of electoral records before local body elections are conducted. Karnataka argued that completing this exercise is essential to ensuring free and fair elections across Bengaluru’s newly reorganized municipal governance structure.

The Supreme Court accepted the logistical difficulties highlighted by the State but simultaneously emphasized that the extension should not become another reason for indefinite delay. Bengaluru has remained without an elected municipal council for several years, with civic administration being carried out by appointed authorities while legal, administrative and legislative changes reshaped the city’s governance framework. The Court’s order seeks to balance the necessity of accurate electoral rolls with the constitutional mandate of restoring elected urban local bodies.

The elections will be the first to take place under the Greater Bengaluru Authority framework, which replaced the erstwhile Bruhat Bengaluru Mahanagara Palike (BBMP) and reorganized the city into five municipal corporations. The restructuring is intended to improve urban governance, decentralize administration and enhance service delivery across the rapidly expanding metropolitan region.

Following the Supreme Court’s order, Karnataka Deputy Chief Minister D.K. Shivakumar welcomed the decision and assured that the State would complete not only the Bengaluru civic polls but also other pending local body elections by December. He stated that the government would adhere to the revised schedule and would not seek any further extension beyond the deadline fixed by the Court.

The ruling carries significance beyond Bengaluru, as it underscores the judiciary’s approach to balancing timely democratic elections with the practical necessity of maintaining accurate electoral rolls. While the Court acknowledged the administrative burden created by the SIR, it also reaffirmed that elected local governments cannot remain suspended indefinitely and that the revised deadline represents the final opportunity for the State to complete the electoral process.
