The Central Administrative Tribunal (CAT) is a quasi-judicial body in India established under Article 323A of the Constitution and the Administrative Tribunals Act, 1985. It adjudicates disputes related to recruitment and service conditions of central government employees.

Core Jurisdiction

CAT has exclusive original jurisdiction over matters concerning all-India services, civilian central government employees (except armed forces), and authorities under central control. This includes recruitment, promotions, transfers, disciplinary actions, pensions, and other service-related grievances.

Geographical Coverage

CAT operates through 19 benches (17 regular, 2 additional for Jammu & Kashmir regions) covering all Indian states and union territories. The Principal Bench in New Delhi handles Delhi NCT; other benches like Mumbai (Maharashtra, Goa, Dadra & Nagar Haveli, Daman & Diu) and Chennai (Tamil Nadu, Puducherry) cover specific regions.

Limitations and Appeals

CAT excludes armed forces personnel, some statutory bodies, and matters under High Courts’ or Supreme Court’s writ jurisdiction. Appeals from CAT orders go directly to the relevant High Court via writ petitions under Articles 226/227, bypassing other civil courts.
